Teams of 3. The first 30 seconds of each minute, one athlete is doing Burpees. The order will remain continuous. So, on minute 1, Partner 1 will do 30 sec of burpees while partners 2 and 3 work the chipper. At minute 2, Partner 2 will do 30 sec of burpees and partners 1 and 3 will work the chipper.

Split the reps of the chipper however your team decides.

Maintain the order of partners 1, 2 and 3, and make sure one partner is always doing burpees for the first 30 seconds of every minute!
